AN ASSESSMENT OF THE BULGARIAN APPROACH IN THE ASSIGNATION OF THE EU'S COMMON STRATEGIC FRAMEWORK FUNDS FOR THE PERIOD 2014-2020

This paper gives an interpretation to the necessary and the sufficient conditions of the Bulgaria (and each of member states) full value participation in the EU's cohesion policy. At short range, the paper contents are directed: to reveal the conditions of the utility using in Bulgaria (for this member state and for the EU) of the Common Strategic Framework financial resources, that will be disposable for the country during the period 2014-2020; to assess the degree of fulfillment of these conditions in Bulgaria; to trace out directions of influence of the actual fulfillments in Bulgaria of those conditions and to interpret what does it mean for the cohesion course in the EU.
