This article seeks to systematize the actions of all the complexity of the protection against emergency, as well as the organization of recovery in case of emergency situation. Preventive action is aimed at preparing adequately for the foreseeable threat with a written security concept, systematic control and vulnerability estimation, as well as on rules for rapid recovery activity in a crisis situation. Strategically, management combines annual planning, retention of dedicated resources, as well as conceptual separation of the responsibilities in an emergency situation.
