DISADVANTAGES OF THE METHODOLOGY FOR EVALUATION OF OFFERS FOR PUBLIC PROCUREMENT IN THE MUNICIPALITIES

Changes occurred as in the political system of the Republic of Bulgaria in the late nineties, have a significant role on the territorial division and the administrative management of its budgetary units. The disintegration of the centralized form of management of public resources leads to the emergence of the idea of financial decentralization of local government. This reinforces the becoming more heavily the role of Bulgarian municipalities in making decisions on matter concerning their economic, social, and business development. In this context are especially topical the questions related to the organization of public procurement through which being spent a large part of public resources. Object of research in the present paper means the process of organization of public procurement in Bulgarian municipalities. The subject focused attention on the the methodology for selection of a contractor of public procurement. The main research goal is to reveal the shortcomings of the process for selection of a contractor. Their removal will lead to more effectively management of municipal resources.
